I am looking for BLE_Central application with BLE_Stack 2.2.1 . Where can I download some package like this : ( this is a ble-stack2.0)

You can download the BLE SDK at the TI BLE-Stack page. This link is also provided in the pinned CC2640 / CC2640R2F Getting Started FAQ at the top of the BLE forum.

but BLE SDK at the TI BLE-Stack page don't consist projects. There is only examles for cc2650 evaluation boards. Is there any Project for central?

Examples for CC2650 can also run on CC2640 but not CC2640RC. For example, you can find simple_central for CC2650EM under C:\ti\simplelink\ble_sdk_2_02_01_18\examples\cc2650em\simple_central after you install BLE Stack v2.2.1
