CC2640: Custom board Design Problem

Hi, I 've designed my own custom pcb board for CCxx, and I've placed CC2640 IC. I'm providing an input of 3.3 volts as VDD,

and at DC-DC voltage regulator output is around 2.5V. Is it correct? or should it be between 1.7-1.95V?

Should I use cc2650 IC.

When I'm connecting my board with XDS110Jtag debugger to Smart RF flash programmer its shows Unknown. What could be the reason for this.

VDD=3.1V

VDDS = 3V

VDDR=2.48V

Voltage across DCCOUPL cap is 2.9V
