CC2650STK: Using Debug DevPack for access to IOs on CC2650 - Does Debug DevPack need power?

I'm building a prototype with a CC2650STK and Debug DevPack stack. For initial development and debug we've been using the coin cell to power the CC2650STK and the DevPack was powered by the USB.

In the prototype deployment we will still be using the DevPack board just to wire out the SPI and few other CC2650 IOs to an external board via the 20-pin header row on DevPack.  We will use and external battery to supply the CC2650STK instead of coin cell.

Can we plan to provide no power to DevPack since we're not planning to use any active devices on that board but just the IO connectivity? Or would DevPack draw power from CC2650STK by default through the connector?
