in IAR i am getting this type of error please help me.?

If you open Flash Programmer 2 to check your CC2640, Can Flash Programmer 2 recognize your CC2640?

no maybe hardware problem ,i have 4 cc2640 all are same error

Were you able to see if you can use your programmer with the Smart RF Programmer 2 that Yikai mentioned - did you get similar error?
What hardware were you using for the programming - are the boards on Launchpads or something else?
