Bluetooth developer studio is discontinued - No Longer Available which you can refer to www.bluetooth.com/download-developer-studio . I would suggest you to use CCS and TI CC2640R2 SDK for developing BLE related applicaiton which you can refer to dev.ti.com/.../ and dev.ti.com/.../

Bluetooth Developer Studio no longer exists and is not available. The Custom Profile lab in SimpleLink Academy has a service/profile generator that i think you would find useful. Unfortunately, the Bluetooth SIG did not give others heads up about the retirement of the BDS. If you wish to voice your displeasure, I invite you to reach out to them to let them know. I'm sure they would like to hear from their customers as well.
