CC2640: License Agreement

We are hoping to use CC2640 in our design alongwith the BLE 4.x or 5.x
C2640R2 SDK license document includes the license for the TI BLE 5 stack, and it only calls out a "demonstration" license. The website and release notes state clearly that the latest version of the BLE 5 stack are production qualified. We started from the default example project, which leverages the BLE 5 stack. But why there isn't a "production" license in the SDK for the BLE 5 stack?
The BLE stack (4.x) is also included in the SDK, but we can't find the license agreement in the SDK installation folder. If downloaded separately, the license agreement calls out a "production" license.  So why is the BLE stack (4.x) license not included in the SDK?  We can't find a download for the BLE 5 stack on TI's website.
