CC2640R2F: Scanning devices is random?

I am using the CC2640 to scan devices using a scanning time of less than 300 ms. Also I have disabled the duplicate filter TGAP_FILTER_ADV_REPORTS. I would like to know if scanning devices is random or if it can be configured to scan the closest devices first.
