The latest Flash Programmer 2 v.1.8.0 can program LAUNCHXL-CC26X2R1 but what do you mean "LAUNCHXL-CC26X2R1 is compatible with CC2650"?

If you mean "Could I use the debugger on LAUNCHXL-CC26X2R1 and Flash Programmer 2 to flash CC2650" the answer is yes.
