CC2650STK: BLE Device Monitor: No Response from BLE Host Device (HCI Link Error)

I have been trying to write a service for accessing flash memory of cc2650 sensortag, I have a devpack for debugging. When I use BLE Device Monitor for checking the behavior of my service, I get this error:

How do I handle such kind of issue?

Hi,
What device have you connected to your laptop?
Does it have the right firmware (Host_test)?
Are you sure it's enumerated on COM11?

Thanks for replying. I am using DevPack for connecting sensortag to laptop.

BLE Device Monitor communicate with an external target (a CC26xx) and configure and run it in central role. Therefore you need a device connected running the Hosttest firmware as the "front end" for device monitor in addition to the device you want to connect to (peripheral). You therefore need 2x CC26xx devices. Device monitor can not use any built in radio on the computer. Refer to the Host Firmware section in the old Users Guide:
