CC2564C: RF test Peak power and average power

I am measuring the RF performance according to the BLE spec

I use below HCI command to measure the peak power and average power. I am using antenna coupling for measurement and the measured power is thus lower because of the antenna coupling lose

HCI command for power measurement: 0x01 0x1E 0x20 0x03 0x00 0x25 0x00

Measured average power: -11.32 dBm

Measurement peak power; -4.24 dBm 

According to the BLE spec.  Peak power and average power difference should be smaller than 3dB. It seems that for the measurement result, the difference is 7 dB (out of spec) Please comment
