CC2640R2F: CC2640R2FRSM 4x4 PCB Pad Dimensions?

Hi,

   I am trying to make PCB Footprint at Eagle Cad 9.2 for CC2640R2FRSM 4x4. Based from the CC2640R2F Datasheet the PCB Pad length is 4.8 mm - 3.2 mm = 1.6 mm. But looking at the PCB pad below the length obviously not 1.6 mm. Is this a mistake at datasheet?
