Is it possible to use SmartRF06 Evaluation Board to program/debug CC2640R2F Target Board? Would it work with CCS and SmarRF Flash Programmer 2.

Yes, you can use SmartRF06 Evaluation Board to program/debug CC2640R2F Target Board and it can also work with CCS and SmarRF Flash Programmer 2.

Yes, the only difference is that you have to select XDS100v3 instead on XDS110 which is used on the launchpads as your debugger.
