It says invalid firmware update. Try to CCS debug a example program at the Launchpad to trigger a firmware update. I suggest you use the latest CCS.

It’s recommended that the length of JTag wire between XDS and CC2640R2F is less than 10cm. Please shorten the cable length to test again.

We shortened the length of the JTAG connection (TMS, TCK) and still get the same error. Reset was not shortened.

Try to shorten all of wires and make sure your CC2640R2 is well powered.

I use the same connection as yours to program my custom board. Another you can do is try to program another CC2640R2F Launchpad using that connection. just to verify that it works. Also sometimes the contact between the launchpad header pins and the jumper wires is loose. I verify connectivity using multimeter.
