Do you have the CC2540 development kit? The usb dongle in it, doesn't require any driver. It uses usbser.sys in windows to
emulate serial port over usb. Read the developer's guide in the kit. You just need to find on which port the dongle is available
(you can play with a tool called btool inthe kit) and send HCI vendor specific commands to the device for GAP/GATT operations.
I may have a similar issue, I've got the cc2540 usb stick from the cc2541 key fob dev kit and Windows 8 can't seem to figure out what to do with it. Do you have any (useful) advice for someone who's forced to use Windows 8 against their will? Device manager calls it an "unknown device" and refuses to load a driver for it...
