As the title says, is the RTLS toolbox (ideally the ToF) usable with the Bluetooth LE coded PHY? My customer needs a localization solution that could operate up to ~200 meters outdoors.

Thank you for the quick response. Which accuracy could one expect from RSSI? The distances of interest may be from a few meters up to 200 meters, so it would be good to have an idea of the accuracy for such distances.

The BLE core specifications don't allow the transmission of the CTE on a coded PHY. So I am afraid AOA will not be possible.
As Marie mentioned, you still have the possibility to use an RSSI based solution. However it is important to mention that the RSSI suffers heavily in the presence of reflections and obstructions (a person is an obstruction). In addition, you rely on the target device (maybe the phone of the customer) to use a defined TX Power.... dangerous if you have not a full control on this parameter.
For all these reasons (especially with a 200m distance), I don't think you can get more than a 10m accuracy... This accuracy is probably even worse if the number of obstacles on the RF path is not constant.
