Is the max current raw for this chip with 0dB TX 1Mbps 27 mA? What will it be at lower data rates?

How would I calculate the average power draw of this chip, will it be Power_mode_current*(1/data_rate*27mA + (1-1/data_rate)*idle_current)?

That is the typical value. Unfortunately, I do not have that data. You can refer to the "Measuring Bluetooth® Low Energy Power Consumption" appnote which provides the procedure to measure the power consumption.

So I am evaluating the chip, so is there a way to estimate the average and max power? The documentation is about testing.

It is recommended (and good EE practice) to test and measure for evaluation.
