CC2650 can be used in BLE mode or in proprietary mode. In both cases, only operations in the 2.4GHz band are possible.
You will find a few threads on the forum dealing with "CC2650 proprietary mode". In addition, you can use SmartRF Studio to see the possibilities offered by the CC2650 device.

Does it mean that there are no other PHY layer packet structures other than "Simple packet format", and "Advanced packet format", packet format for BLE? I want to make sure there is no other option to build the original packet structure into CC2650.

Hi Leon,
When using CC2650 you can also use your own proprietary packet format. To do so, please review the examples rfEasyLinkRx / rfEasyLinkTx and rfPacketRx / rfPacketTx within the SDK.
I am not 100% sure to well answer your question. Please don't hesitate to provide some details on the use case you/they have.
