Hello Art,

the RED certification applies to the end equipment (first of all including the customer specific antenna).

It does not apply to the TRF7964A IC.

for your info, there is the DLP-7970ABP evaluation board, which is based on the superset device TRF7970A. The the DLP-7970ABP has the EU Declaration of Conformity (DoC) in the Technical Documentation section on the product webpage.
