Tool/software:
we are using cc2651rsipa device for our short distance communication,
we have space constraints on the PCB and unable to mount the degugger connector
for programming the device.
Please support in programming the device using over the air upgrade option.

I understand you are looking at programming a blank CC2651R3SIPA device without using the debug interface.
I am afraid a blank device cannot perform an over-the-air download.
Instead, I would recommend leveraging the serial bootloader (allowing to download through SPI or UART) as described in the following app note: https://www.ti.com/lit/swra466
