I cannot turn the LED of the CC Debugger with my CC1110 board

Dear Sir,

 

I am developing a product with CC1110. The schematic as below. However my manufacturer has made several boards, only one of them can be programmed with CC1110 debugger successfully. One of them are can't turn on the green light of the CCdebugger. We tried to solder minimal configuration of component in order to isolate the problem but no luck. Would it be possible for you see if there is any potential failure in the schematic below.

The debugger is configured to follow the voltage on the PCB.
