What is minimum required components for CC2511 (crystal ?, RBIAS ?, DCOUPLE? or only power and ground ? ) ?

Refer to the CC-Debugger Guide (http://www.ti.com/lit/pdf/swru197) for the minimum signals required for connectivity.
Follow the ref design (http://www.ti.com/litv/zip/swrc062c) in order to guarantee the optimum operation. The chip will be functional without decoupling caps but this is not recommended.

Could you tell me what do I need for programming the cc2511? I'm developing a custom board with this transceiver and I would like to know which pins must be available for connecting with de CC Debugger.

Have you tried searching the forum? This question has already been answered several times.
You should also read the CC2511 datasheet and the CCDebugger User's Guide.
