I know we had a beta version of dash 7 running on CC430 development kit about 2 years ago so you can definitely use this kit for dash 7.
As for kit cost and delivery time please refer to http://www.ti.com/tool/msp-expcc430rfx (see "Order now")
The EXPCC430RF4 board should work OK with OpenTag 0.4.x, which is on GitHub. You will need to write a board support header (see /boards/cc430), because the EXPCC430RF4 came out after most other CC430 boards. The DASH7 community adopted the CC430 way back (2009), and most of us have built our own HW by now. So, sometimes new DK boards take a while to get support.
I should stress that it is not very difficult to copy one of the board support files for another CC430 kit, such as the CC430RF or chronos boards, and to simply change the pin numbers in that header file. PanStamp NRG might also be a future option, if you simply change the balun for 433.
There's a big update to OpenTag coming in the next few months, so if you start now, you can easily upgrade to the v2 release coming in Q2. It's also on GitHub, but it is not supporting CC430 at this moment. EXPCC430RF4 will become the standard CC430 dev kit supported in v2. We would also like to see a CC1200 booster pack for the Launchpad 5529, which would also make a nice dev kit for OT/DASH7. In fact, CC1200 does support the FEC option of DASH7, IIRC, and MSP430F5529 has enough flash to store the Haystack error correction lib, so if you really need long range for your project (like hundreds or thousands of meters) this is going to be a better bet than the CC430.
Maybe a CC1200 booster pack is coming?
