From where can I get binaries for CC2531 Packet sniffer?

Is it possible to flash that CC2531 packet sniffer binary into CC2538 so that CC2531 works as a packet sniffer?

If you have installed packet sniffer, you will find hex file for CC2531 under C:\Program Files\Texas Instruments\SmartRF Tools\Packet Sniffer\bin\general\firmware

No, it is not possible. That firmware only works on CC2531
