rfid chip reader

I am in need to build a rfid chip reader that  will read 174.1962 Mhz.

 I could not find a reader that would read that frequency.

I did read that frequency  of 174.1962 Mhz  from the chip wile it was active with a frequency counter.

I will buy a reader that will read it if it is available.

    I have never heard of that frequency being used for RFID.  Typically, you have LF(125kHz or 134.2kHz), HF(13.56MHz), and UHF(860 - 960MHz).  Can you make sure this is the correct frequency?  Do you have the part number of the tag you are trying to read?

    the rfid chip in question is  aproxemately 3/16 inch square and  black. its  thin like  paper.
    its placed in to  the thooth of a person where it makes contact with  the nerve that leads to the nerve trunk( 8th cranial nerve) and ultimately to the brain.
    I believe the chip was made by bell labs. three chips where removed .it was stolen  from hotel room.
    the chip was to be used  for  leagal purposes.
    there is still one  chip in at  least one  tooth.
    we believe the chip is the same as used in cellphones and it works the same.
     carrier wave  from  cell towers will take it to celltower and ultimately to  central office of implanter that is monitoring individual.
    we believe that  this chip works on 174 MHz frequency as some phones from bell Canada are on  or close to this frequency.
    we read a frequency of 174.1962 from the chip wile it was active.
     the chip gets its power from microwave that is probably transmitted  from satellite  bell satellite 91 west.
     
    I  am aware that there is not  chip reader sold that works in that frequency, I wonder if its possible to alter an existing reader(900 MHz , 2.4 ghz)
    to make it so it will read this chip? or make an exixting kit  made to do m the reading?
