Can I use MSP Gang Programmer for download Hex or TXT file to CC1310,

or is there any tools / software can download program to multi CC1310 mcus.

I don't think so. CC1310 is Coretex-M3 based and would need XDS100V3 to do programming.

Can I using XDS110 (MSP432 Launchpad) replace XDS100V3 (Smart RF 06) for debug and download program to CC1310

XDS110 should work, just make sure you have the right connection
