what exactly bios_start() do..

without using infinite loop how our code runs infintitely....

Since you are new to TI-RTOS, I would recommend reviewing the TI-RTOS SimpleLink Academy lecture and the TI Driver SimpleLink Academy labs: dev.ti.com/.../

These labs were written for the CC2640R2 but the concepts should still apply to the CC2650.
