I use the CC1310 + CC1190 design, the circuit using the following files to design

Control the use of smartRF software to control,

Test PA when the input of CC1190 5dBm output only 20dBm, I parameter value is the use of the file circuit parameter value, is the output impedance of the problem?

PA_EN  LNA_EN  HGM setting method is also in accordance with the part of the file to do the settings

    The expected performance using the reference design is stated in the app note.

    If you get worse performance than outlined in the app note one or more parameters are likely deviating from the suggested values.
