CC2540: CC Debugger will not detect CC2540

I am using the CC2540 on a PCB I recently had spun. It is based on a Bluno Beetle (www.dfrobot.com/product-1259.html). It Also uses the CC2540. I cannot seem to get the CC Debugger to detect the chip on my PCB so I can flash the bootloader. I thought it might have been an issue with my PCB. To eliminate the possibility of it being an issue with the debugger itself (even though its brand new), I tried to detect the CC2540 on an off the shelf Beetle. I cannot seem to detect that chip either. I looked through the user manual of the debugger and noticed that a pullup resistor is needed on the dc line and an RC filter on the reset line. So I set this up on a bread board as a pass through between the debugger and the target PCB. I have DD connected to P2_1, DC to P2_2 and reset routed to RESET_N. I connected my cc debugger to another cc debugger and it was able to detect the CC2511 chip on it so the debuggers themselves are good. The debugger was running firmware 0044 version on it. I cant seem to get it to work. Do you have any ideas as to what it may be?
