The relationship between BER and PER is given by: https://en.wikipedia.org/wiki/Bit_error_rate meaning that BER is possible to calculate based on PER.
PER is easily measured: You send x packets and check how many you receive. Ideally this should be done using a signal gnerator as source and doing a test where the input level is increased in 1 dB step to get a PER vs level curve. For a input signal ~3 dB above the sensitivity limit and above, the PER should be 0 % until the saturation limit.
