CC1310: When unplugging the emulator XDS110, it's not able to work fine

Hi team,

Here's an issue from the customer may need your help:

Customer designed circuit board, simulation can be downloaded. However, plugging in the emulator for debug works properly and unplugging the emulator fails(as shown by not being able to flash the SPI interface, the program emulates with IO port).

Unplug the emulator, TCK and TMS are 1.4V, and some IO high is 1.4V. Plug in the emulator and all voltages are around 3.3V since 3.3V is supplied.  Why's this? Below is the CC1310 section circuit:
