Hi Marvin,
1) Both boards can communicate in the 433 MHz, and thus off characterized PHY settings. You can evaluate the communication between those boards using SmartRFStudio.
When it comes to Bluetooth mesh, the CC2650STK does not support it.
2) The LP-CC1352P7-4 can be programmed as the following:
Please look at the "examples" folder of the simplelink_cc13xx_cc26xx_sdk in order to get an idea of what is supported, as well as the SDK documentation.
3) You could use Zigbee, or proprietary RF to communicate between those two chips. Here is the link to download the ZStack for the CC2650:
