CC1312R: 4-FSK support on CC1312R

I can unfortunately not provide you with any parameters as we do not have any settings available for 4fsk operation. My only recommendation would be to start from a default 2FSK PHY in SmartRF and then modify it for 4FSK. When it comes to preamble and sync word, they can just use our default preamble and sync word from the 2FSK PHY's.

Sorry for raise a new ticket for this issue, 2FSK sensitivity test has been completed. Now we need to test the sensitivity for CC1312 4FSK mode by the RF signal generator.
