Phased array applications for sub-1 is not too practical due to the physical size of the quarter wave especially for consumer wireless devices. This practice is much more used in the higher frequencies when the quarter wave is much smaller in size.
It is fully possible to phase array antennas for sub-1 GHz. Take the base station cell mobile antennas at 800/900 MHz for example but these are typically around 1 m in length with multiple dipoles connected inside and employ beam forming via the phase array.
