Communication between CC1310 and Silicon Lab's SI4463, frequency: 433MHz, offset frequency: 20KHz, baud rate: 10kbps, two synchronization bytes, SI4463 sends once every 10 seconds, CC1310 accepts, smart rf studio accepts, currently receiving data is not normal, sent several times, received once, and the received data is not the same as the sent data. How to set up?

We do not know the exact configuration of the SiLabs PHY but double check the whitening option, preamble length, sync word, frequency deviation, frequency offset etc.
In the lab, recommend that you measure and then duplicate the SI4463 RF Tx transmission of a known data packet and then copy this with CC1310 in SmartRF studio.
A frequency offset of 20 kHz is very large at 433 MHz. This would correlate to 46 ppm of crystal error. Do you mean frequency deviation is 20 kHz or frequency offset ?
If you have a large crystal error, then make sure the RxBW is increased to compensate for the large error.
