adc accuracy - gain error

Hi, the datasheet for CC1110 (and similar micros) has a specification of 'gain error' at typically 0.68%. Can anyone explain what this means in practice? 0.68% is apparently  7 parts in 1000 which (on 11-bit conversions, 2048 bits max) would be +/- 14 bits. So are we looking at possible device-to-device variations of +/- 14 bits , unless each unit is calibrated separately? We are using a simple voltage divider as a/d input.

If this is the case then it seems the ADC accuracy on this chip is worse than the earlier CC1010 which has only 10 bits, although no 'gain error' is specified for the CC1010.
