Etsi cat 1 spec is related to the receiver side. Theoretically, it should be possible to establish a cat 1 compliant link when the transmitter is a SOC based on CC430 (CC1101) and f-deviation of 5 kHz, while the receiver is equipped with another device that is explicitly cat 1-compiant.
