We could see on http://processors.wiki.ti.com/index.php/CC13xx_CC26xx_Tools_Overview#Debuggers link a list of debuggers compatible with CC1310 for debugging.

Q1 : is there other HW tools and other specific SW tools available for CC1310 programming (production purpose) ?

Q2: Is there any companies which could be used to subcontract CC1310 firmware programming (production purpose)?

Some customers also use the integrated ROM bootloader which was designed for this purpose. They usually implement their own PC application to deal with the bootloader. The protocol is described in the Technical Reference Manual chapter 8. There are also various scripts out there, for instance this one.
