They are different CC1310 reference design. CC1310DK_7XD need SmartRF06EB to work and LAUNCHXL-CC1310 can work standalone. It’s cheaper and recommend to use LAUNCHXL-CC1310.

The DK is described here: store.ti.com/CC1310DK-SimpleLink-Sub-1-GHz-CC1310-Development-Kit-P46698.aspx and the launchpad here: www.ti.com/.../LAUNCHXL-CC1310. The Launchpad is the main hardware development tools for CC1310.
