Hi,

I'm interfacing the CC1190 and have noticed the input low maximum voltage is 0.3V and the output low voltage of the MCU is 0.4V, would you recommend a series resistor to improve this condition?

The spec for IOs is normally given when delivering a current (for outputs). I'm not sure if the max limits are relevant in this context since these are static logic signals without any current draw.
