CC1352R: Issue programming external target

Hello, 

I have a CC1352 custom board which I am trying to program with cJTAG from the CC1352 Launchpad. Its power design and layout is very similar to that of the launchpad, and the JTAG connection is

3.3V, GND, TCK direct, TMS direct and RESET (100k pullup, 100n to ground). I am measuring 3.3V on VDD and VDDS, and ~1.7 on DCDC_SW/VDDR.

I double-checked the connections between the launchpad and the target board and they are good. However, I am getting the following error when testing the XDS110 connection (tested two boards):

This error is generated by TI's USCIF driver or utilities.

The value is '-242' (0xffffff0e).
The title is 'SC_ERR_ROUTER_ACCESS_SUBPATH'.

The explanation is:
A router subpath could not be accessed.
The board configuration file is probably incorrect.

Not too sure what I would need to change with regards to the board file, to be honest. Any help in troubleshooting is appreciated!
