Where can I get this code project to start to work?

I know there is a application note , but I think this method to process changed.

Yes, right. I wrote an email at this tech-p1-team@sigfox.com, and they don't send me anything.
Its not clear who must supply to me this project code, to start with this development.

The access to the Sigfox network has to be given by Sigfox. This is outside TI's control.
