CCS/LAUNCHXL-CC1352R1: Application firmware does not boot (probably erased) after a reset unless the bootloader is flashed AFTER

Question: 

My application firmware does not boot after resting the board unless the bootloader is flashed AFTER the Application firmware.

Is there a way to flash the bootloader only once?
