CCS/LAUNCHXL-CC1312R1: change the interval that sensor in Orphan mode reconnect collector again

There's no way to guarantee the sensor to reconnect immediately. When the collector goes offline, the sensor realizes this and starts sending orphan notifications to the collector. The sensor only reconnects to the collector when the collector responds to the orphan notification with a config request.

You need to lower the CONFIG_ORPHAN_BACKOFF_INTERVAL to something smaller. This will allow a faster re-connection; the more orphan notifications sent, the higher the likelihood the collector receives it. I leave it up to you depending on your use case how long you want to wait before orphan notifications. I'm sure as a test if you set this variable to 1000 (i.e. 1 second), you will reconnect faster. In a real world, this will drain the battery as the radio will wake up every second, so I do not recommend this in your final product.
