CC3220SF: Unbale to connect to the internal Http server

I am trying to provision the CC3220sf device using the AP mode by sending the credentials over http. Mostly provisioning completes successfully. But sometimes when I try to access the internal HTTP server I get the following error  "No connection could be made because the target machine actively refused it". I am able to connect to the AP created by the CC322osf device. But can't connect to the HTTP server. I usually reupload the code and everything works fine again.
