CC3220SF: Can x509 certificates for each chip be generated on the device ?

For general purpose cryptographic operations, you can create public-private keys on the device itself. See chapter 17 of the NWP Guide for more information. 

For enterprise connections, they will have to be flashed in via Uniflash.
