I am not sure what you're customer is trying to do.
In general there are 2 use case setups for the CC3351.
1. Hosted setup - this is the general "real world" use case where an external MPU or MCU running the network stack uses the CC3351 as Wi-Fi/BLE transceiver. The MPU/MCU communicates with the CC3351 over SDIO/SPI/UART. In this case you would connect the PC to the external host and using our CC33xx driver the host will send commands to the CC3351.
2. Un-Hosted setup - this is only useful for pure RF testing, you can connect your PC to an XDS110 and send the CC3351 pure RF commands with SWD interface. This is only used when using Radio tool GUI, as part of our Simplelink Wifi Toolbox.

In order to make the CC3351 discoverable you must perform BLE advertise. the proper commands to do this are defined in our cc33xx driver documentation, under "BLE Fundamentals". The documentation is located in the CC33xx driver directory on your PC in the docs folder.
What you are showing above is for provisioning, this is a different application where the CC33xx can connect to a Wi-Fi AP by having the credentials passed to the device over BLE. This is not what you are looking for.

I am not sure what "Joining a personal network" does. So I can't offer any guidance here.
Were you able to connect your PC to the CC3301 over BLE?

yes, finally my customer can connect CC3351 to PC after changing the configuration of Bluez.
