Cannot format CC3200 by Uniflash

I made a test board based on the CC3200.

And I was sure that the power (VDD_DIG and VDD_ANA) and clock out well.

Also, I was link to CC3200 by CCS.

However, when I try to format the disk by Uniflash(Version: 3.2.0.00065), It failed likes following console script.

[22:20:32] INFO: --- please restart the device ---

[22:20:50] ERROR: ---reading ACK signal failed---

[22:20:50] FATAL: --- Can't connect to device !! ---

[22:30:40] FATAL: Error connecting to the device. Please check your COM port settings. Error code: -3

I think that well-connected to M25PX80 and Serial Comport.

Of course, I was also well connected SOP2 to pull-up(270 ohm).

And I tried plugging the comfort test on launch pad.

What I missed that before formatting the M25PX80?

    For reference, I have found the difference between my test board and launch box.

    When not connected anything for TXD(pin #57) and RXD(pin #55),

    each output average was 3.02V and 1.15V in my test board.

    However, launch box's RXD and TXD outputs were 0V.

    What would have made a difference?

    Please give me some advice.
