Cannot see CC3200-LAUNCHPAD in list of Wi-Fi Connections in Windows 7

Hi,

I am having trouble with my SimpleLink CC3200-LAUNCHXL board.  I have placed the shorting link on Vcc and P58 and pressed the reset button but still the board isn't listed in the list of Wi-Fi connections detected on my Windows 7 laptop. Can anyone suggest what might be going wrong?

I can only assume that the board is damaged from static electricity but I have always handled it carefully albeit without a static discharge strap. The board has D1(ORANGE), D4(RED), D5(GREEN) and D6(ORANGE) all ON. D7(RED) remains OFF even when I press the reset switch.

According to TI's Quick Start Guide D7 should blink slowly 3 times AFTER THE RESET BUTTON is pressed but it always remains OFF. The board is FLASHED with the latest available service pack downloaded from TI's website - servicepack_1.0.0.1.2.bin and I am using UniFlash version 3.2.0.00120.

Any help or suggestions would be appreciated.
