I have a question about pin attributes:

the cc3200 datasheet (par. 3.1) specify that All digital I/Os are nonfail-safe

What exactly means this assertion?

This means that you cannot have a high voltage (other than 0V) on any of the GPIO pins when the power is not applied to the device. This will casue leakage and possible IO faliure.
