The eclipse link only mentions UDP once and there is no data on what you say MQTT over UDP. If you read MQTT spec, it is based on TCP.

However Why you think using "MQTT use TCP make it impossible" for low power operations ?
Can you share details on the Current budget you have and data exchange profile to understand your use-case better and address concern ?
